If you want a reason why the Rebels never invested a lot in this fighter, if you use it in your game, it's the number of personnel needed to fly it. 3. It requires a pilot and 2 gunners. Gunner one sits in the tandem seat, like a cloud car. Gunner two sits in a turret behind gunner one.
That's a lot of personnel the Rebels just don't have to devote to this ship. I can see why the Y-Wing, and especially the X-Wing, were the favored ships.
On the other hand...the Rebels will take what they can get.
A few advantages (that I can see) are...
Longer range: Rated for Consumables of two weeks. The X, Y, A, and B wings are all rated for 1 week.
Doesn't require astromech. Has a limited Navcomp.
Heavily armored: It's got a stronger hull and stronger shields than the four main Alliance fighters (but the H-Wing is also slower and a lot less maneuverable).
Looking at it with a Rebels eye, the design allows for reconfiguration--a compartment for passengers or cargo if the two gunner positions are converted. Or, maybe a long range sensor package.

It is a fan made ship that was submitted and printed in GDW's old, out of print, Challenge Magazine. Challenge was their house mag, and it focused mostly on their games: Twilight 2000, Traveller 2300, MegaTraveller, and their board games. Occasionally, an article would appear for a game outside of their house publishing.
