THE NEW REPBULIC
It never took root. It never became what the Old Republic was at its height. For close to 30 years, it fought to be formed, fought to take control, fought the remnant of the Empire. It never really coalesced. There was too much divisiveness.
Some wanted to go back to the ways of the Old Republic, with a weak central government and no strong military force. Some wanted to keep the model the Alliance had built, with a strong central government and strong Republic military.
Some even wanted to keep the Empire together, arguing that the government type was best for the galaxy with a benevolent ruler--that the Empire should not be dismissed just because it was created and lead by a bad seed.
The New Republic did copy the Old in one way: The new government was slow and indecisive so that the enemy--those who wanted to see a return to Palpatine's Empire--were able to become more affluent and build.
Palpatine restricted access to the Unknown Territories. The Sith are nothing if they are not patient planners and long term thinkers. The Emperor secretly built a galactic infrastructure among the unknown worlds--a holding where he could retreat should his reign ever be threatened.
Upon his death, the defeated Empire military, along with the mass of Empire's supporters, used the facilities in the Unknown Region to expand and become something new: The First Order flowered from Palpatine's New Order.
For three decades The First Order created itself in the Unknown Regions, away from galactic eyes. They completed the Emperor's last generation of super weapon, Starkiller Base. And, they released the power of that horrible weapon on the galaxy by taking out the New Republic capital at Hosnian Prime, destroying the Republic's greatest minds, most of the politicians, leaders, and generals, and the majority of the New Republic Fleet. In one, swift stroke, the First Order decapitated the struggling government and became the dominate force in the galaxy.
