THE UNIVERSE STANDARD
From pages 47-48 of the Gamemaster Handbook For Second Edition.
With the universe standard, you can rate characters based on how they compare to other characters in the Star Wars universe. This chart is handy, but there is additional information provided along these lines in that section of the handbook. It's well worth reading.
1D Below human average for an attribute
2D Human average for an attribute; average for skills
3D Average level of training for a human
4D Professional level training for a human
5D Above average expertise
6D Considered the best in a city or geographic area. 1 in 100,000 people will have training to this skill level
7D Among the best on the continent. About 1 in 10,000,000 people will have training to this skill level
8 D Among the best on a planet. About 1 in 100,000,000 people will have training to this skill level
9D One of the best of several systems in the immediate area. About 1 in a billion people have a skill at this level
10D One of the best in the sector
12D One of the best in the region
14D+ Among the best in the galaxy

STAR WARRIORS
Back in the day (the 90's, IIRC), there was an e-mail list (remember those?) devoted to the D6 game. I remember a GM there complaining that his PCs were tearing up everything that he threw at them. He said that he couldn't use the standard stormtroopers, because even a hoard of them would be no real challenge for his group. He couldn't take foes straight from the books without having to buff them up.
I asked him to post one of his players' characters, and he did. And, I quickly saw that he had allowed the PCs in his group to grow to very powerful levels. The GM didn't really think he had done that, and I supposed it is hard to tell by just looking at dice levels. 6D and 7D doesn't quite tell the same story as a 20th Level character in D&D.
I looked at the posted character, and then I told him to compare that character to the various write-ups for Luke, Han, Leia, Lando, Vader, Kenobi, and the rest. His characters were better than these Star Warriors, where, in my view, the Star Warriors should be the ultimate heroes in the game.
The point is: Look upon the heroes and major villains from the book as the ultimate examples of what characters can be. Allow PCs to get stronger than those characters at your own peril. Make sure that you know what you'll be getting if you do this.
