Discussed are NPC levels of expertise with the Bargain skill.  I don't see what a GM couldn't keep these guidelines in mind with giving NPCs other skills.  You may find this useful.

1D - 2D Bargain = Inept Merchant

2D+1 - 3D Bargain = Competent Merchant

3D+1 - 4D Bargain = Good Merchant

4D+1 or higher Bargain = Hotshot Merchant

THE DROID STANDARD


Another method for measuring characters is to compare them to off-the-shelf, brand new droids.  A droid's purpose skill will typically run between 5D and 13D (if it has three equal purpose skills, then those are at 7D).  See page 83 of the 1E core rulebook.


When a character gets a skill that is 5D or higher, it means he's as good as a mechanical with respect to that one skill.
